United Nations Council Approves Trump's Gaza Strip Initiative

A UN Security Council has voted to endorse measures advanced by Donald Trump for securing a lasting peace in the Gaza Strip, including the introduction of an international stabilisation force and a potential avenue to a independent Palestine.

Unanimous Support with Key Abstentions

This measure was approved by a count of thirteen in favor, with Russia and China choosing not to vote. Washington's diplomat the American delegate told the international body that it charted “a new course in the area for Israelis and Palestinians and all the people of the territory alike”.

Negotiated Wording on Sovereignty

Incorporation of mentions to an independent Palestine was the concession the United States paid for backing from the Arab and Islamic world, who are likely to provide stabilisation troops for the international stabilisation force (ISF).

“Provisional steps that we begin today must be implemented in accordance with global standards and respecting Palestinian sovereignty,” the UK chargé d’affaires stated.

Netanyahu's Resistance Remains

Nevertheless, on the eve of the resolution approval, Israeli prime minister Benjamin Netanyahu reiterated his government’s adamant opposition to the formation of a sovereign Palestine, casting doubt on whether Israel will accept the implementation of the internationally endorsed measures.

Key Provisions of the Proposal

  • Immediate lifting of ongoing restrictions on assistance into the strip
  • Establishment of an multinational peacekeeping unit
  • Steps toward rebuilding and a possible “pathway to Palestinian self-determination and statehood”

Vague Wording and Conditions

The mention to independence was a compromise addition to an original American proposal which did not mention it. However the wording is vague and contingent, declaring only that once the Palestinian Authority has undergone changes and the reconstruction of the territory is advancing, “the conditions may finally be in position for a realistic route to Palestinian independence and nationhood.”

Global Reaction

The phrasing did not meet of the definite pledge to the creation of a sovereign Palestine next to Israel sought by Arab countries, as well as European council members, but in statements to the council after the approval, envoys from those nations said they were willing to endorse the compromise in the interests of continuing the current truce and prompt actions to provide for and safeguard the over two million Palestinian residents in the strip.

“Our delegation has finally decided to vote in favour of this document, a resolution that we support its core objective, namely the maintenance of the ceasefire and the creation of conditions permitting the Palestinians to assert their fundamental rights to sovereignty and sovereignty,” Algeria's representative announced.

Practical Difficulties

The resolution gives comprehensive monitoring control to a “peace board” headed by Trump, but of uncertain membership. The group has to update the international body but it is not bound by the desires of the United Nations or by the Palestinian leadership.

Additionally, it requires the establishment of a expert Palestinian panel that is supposed to run day-to-day governance of the territory and the provision of utilities, but it is far from clear who would participate.

Peacekeeping Unit Mission

The mission of the international stabilisation force authorizes it to remove and dissolve fighting factions in Gaza, but it is highly uncertain that potential participating nations would consent to engage such factions. None of the states has so far committed itself to dispatching troops.

Moreover the requirements for changes to the PA, the precondition towards moves to a sovereign Palestinian, have been hazy.

European officials said they considered it urgent that the members of the specialized group to distribute aid was agreed as quickly as possible.
